W. State Street Improvements RFQ

The City of Fremont is requesting Qualification Statements (RFQ) in the form of a Letter of Interest
(LoI) from ODOT pre-qualified professional engineers to provide engineering and surveying services for
the City’s W. State Street Improvements Project (S. Front Street to Rawson Avenue). The City was
awarded state funding through the One Time Strategic Community Investment Funds, Section 200.30 of
House Bill 2 and federal funding through the FY24 Community Project Funding/Congressionally Directed
Spending programs. ODOT is administering the latter funding program.
In addition to the above, the city teamed with Lucas, Wood, Ottawa and Sandusky Counties in
submitting a Safe Streets for All (SS4A) funding application as a conglomerate. This funding application
was approved and is being administered by the Federal Highway Administration with Lucas County being
the primary funding grantee who will be working with the various Counties and Cities to develop and
construct the projects. The SS4A project limits overlap this project, therefore coordination of the various
design objectives and scoping will be necessary.
This project will be a Local Public Agency (LPA) project with the selected consulting firm to provide
necessary planning, survey, and design services. ODOT will be performing the environmental clearance
requirements for this project.
